An off-duty Virginia State Police special agent fatally shot a man attempting to break into his home in the Bay Colony neighborhood of Virginia Beach on August 24, 2025. The incident happened around 11:45 a.m. when 40-year-old John Gregory Conner allegedly tried to force his way into the agent’s residence on Lee Road. A struggle ensued, during which the agent fired his service weapon, striking Conner. Despite first aid efforts, Conner was pronounced dead at the scene.
The agent sustained injuries during the confrontation and was treated at a local hospital. Authorities confirmed his injuries are not life-threatening. The Virginia State Police Bureau of Criminal Investigation is handling the case, and per department policy, the agent has been placed on administrative leave while the review continues. No prior connection between Conner and the officer has been identified.
This incident is the second fatal shooting involving Virginia Beach law enforcement in 2025. Earlier this year, two police officers were killed during a traffic stop. The community remains on edge as investigators continue collecting evidence and reviewing witness statements.
Officials are urging anyone with information to come forward to assist the investigation. The event highlights the dangers faced by law enforcement officers, even off duty, and underscores the importance of community awareness and safety measures.
